“It is both interesting and hardly surprising that Branislav Borenović from the PDP is now the loudest in advocating for the swift payment of the debt to Vijadukt, side by side with Christian Schmidt. Let the citizens judge for themselves who is who and whose interests are being represented,” Vulić told SRNA. According to her, it was the PDP that caused the problem known as "Vijadukt," while Borenović and Schmidt are "grasping at straws because their politics are clearly failing." Vulić emphasized that Republika Srpska, and indirectly the entire BiH, is now facing the consequences of a multimillion-BAM international arbitration dispute over a concession granted back in 2004, which was never followed by construction or implementation, but is now being paid for by the citizens. Vulić recalled that it all began in April 2002, when the then Prime Minister Mladen Ivanić /PDP/ signed a decision on the method of awarding a concession for the construction of hydropower plants on the Vrbas River - "Krupa" and "Banja Luka–Lower." "That story was continued by his party colleague and successor as Prime Minister, Dragan Mikerević, who in 2004, on behalf of the Republika Srpska Government, signed a concession agreement with the company 'HES Vrbas,' owned by 'Vijadukt' and 'Građevinar' from Serbia. The company had no capital, no employees, only a P.O. box in Portorož," said Vulić. According to her, all subsequent prime ministers - Pero Bukejlović /SDS/, Milorad Dodik /SNSD/, and Aleksandar Džombić /SNSD/ - merely inherited a dishonorably concluded deal. "The governments refused to approve the revised conceptual design, and the Banja Luka City Assembly had already in 2005 requested the protection of the Vrbas Canyon from any construction. Due to delays and the termination of the contract, the Slovenian investors initiated arbitration in 2016 and ultimately won the case," Vulić said.
