KARAN: SRPSKA HAS THE RIGHT NOT TO GIVE UP ITS COMPETENCES

BANJA LUKA, MARCH 21 /SRNA/ - Professor of constitutional law Siniša Karan pointed out today in Banja Luka that Republika Srpska had the right not to give up its jurisdiction and to fight against imposed processes.
In Banja Luka, at the scientific meeting "Dayton Peace Accords - 30 years of peace and stability", Karan said that BiH is in the time of the biggest constitutional crisis, and pointed out that there is no social sphere in BiH in which there is no imposed agency. He emphasized that the annexes in the Dayton Peace Accords were misused, and that high representatives used the Bonn powers by force. Karan noted that high representatives had imposed many solutions until 2003. According to him, Republika Srpska in the earlier period did not have the strength to fight against the imposed processes, but now it has recognized them and is resolutely fighting against it in a legitimate way. He assessed that the most important thing is a strong affirmation of the form of state organization, and emphasized that the creation of Republika Srpska and January 9 is a legitimate right to self-determination. Karan pointed out that the division of competences is the pupil of every federal society. He said that BiH would not exist if only one decision from Strasbourg was applied. "The constitution collapses when your mouth is full of democracy, and the people are the key bearer of sovereignty," Karan emphasized. He pointed to individual efforts to create a unitary BiH, and explained that the mechanism of protection of the vital national interest is for protection, not blockade. "That is the golden rule. There must be no overvoting," Karan said. Karan said that no two federations are alike, but there are key pillars that must not be touched. "Republika Srpska has the right not to give up its jurisdiction," said Karan. The scientific meeting "Dayton Peace Accords - 30 years of peace and stability" is organized by the Center for Socio-Political Research, under the auspices of the President of Republika Srpska, Milorad Dodik.
